2、 Shenzhen to Germany Makeup Shipping Customs Clearance Document: CPNP is an "entry ticket"

The biggest difference between cosmetics and general merchandise customs clearance is that the EU Cosmetics Notification (CPNP) must be completed before shipment, otherwise Hamburg Customs will directly return the goods.

Step 1: Designate an EU Responsible Person (RP)

Non EU companies cannot register CPNP on their own and must designate a "responsible person" within the EU to assume legal responsibility for product safety. Without RP, the product cannot even enter the door.

Step 2: Complete CPSR safety report (easily overlooked)

The prerequisite for CPNP registration is to obtain a Cosmetic Safety Report (CPSR), issued by a toxicology expert recognized by the European Union, to prove that the product is harmless. Without CPSR, CPNP cannot be completed.

Step 3: CPNP system notification

After RP fills in the product information (product name, ingredients, country of origin, etc.) on the CPNP portal and generates a notification number, it can be launched.

1. Essential documents (our company offers free pre-approval):

-Commercial invoice (10 digit HS code, CIF price, EORI number of both parties, list product name item by item, prohibit "cosmetic set")

-Packing list (distinguishing liquid/powder/paste, separately indicating the content of alcohol)

-MSDS (mandatory for all liquid, paste, and powder products)

-INCI ingredient list (international nomenclature, labeled concentration and CAS number)

-Certificate of Origin, Original Bill of Lading

2. Customs clearance process (Hamburg cooperative agency):

24 hours before departure: Complete the ICS2 declaration (fully implemented in Germany from 2025), match the HS code and product name accurately, and the EORI number must be valid.

2. Electronic customs declaration: Customs online verification of CPNP registration number and CPSR documents.

3. Tax payment release: Payment of customs duties and 19% VAT (deferred with tax number) on behalf of others, released on the same day or within 2 days.

4. DHL/DPD delivery throughout the entire region.

3、 Shipping packaging requirements for cosmetics from Shenzhen to Germany: leak proof, shatter proof, three-layer reinforcement

The most common reasons for claims in cosmetics shipping by sea are liquid leakage and broken powder trays. Implement the following standards:

4、 Five compliance red lines for cosmetics shipping in the German market

1. CPNP is indispensable: Without a CPNP registration number and CPSR report, the goods will be returned upon arrival at the port. It is recommended to start preparation three months in advance (RP specified+CPSR+CPNP).

2. Pigment additives shall comply with the regulations: if pigments not approved by the European Union (such as some red pigments) are used in eye shadow and powder blusher, the whole batch will be detained. Before shipment, check if the CI number of the pigment is included in the list in Attachment IV.

3. Do not use medical labels such as "repair", "anti-aging", "treat acne", etc., as they may be classified under drug regulation. Use expressions such as' improve 'and' modify '.

4. Report alcoholic products truthfully: If the alcohol content is greater than 24%, it belongs to Class 3 dangerous goods. Single bottle ≤ 500ml and qualified packaging can use the limited quantity LQ channel, but MSDS must be provided truthfully.

5. ICS2 and Packaging Law Double Tightening: Starting from 2026, ICS2 will be fined 500-5000 euros for underreporting; The new PPWR regulations (effective on August 12th) require packaging with a total heavy metal content of ≤ 100mg/kg and a porosity of ≤ 50%. EPR registration is a prerequisite for release.
