First level: EORI number and Italian VAT - hard threshold for customs clearance
Italian customs require importers to hold a valid EORI number, with a fixed format of "IT"+11 digits, which are usually exactly the same as the VAT number. If the declared value is ≥ 22 euros, the recipient EORI code must be provided in the invoice. Without this number, customs will refuse to process the declaration documents. Level 3: Italian Textile Labels - Mandatory Enforcement of Regulations 1007/2011
Italy implements EU Regulation (EU) No 1007/2011 through domestic law. The label must indicate the fiber composition in Italian, use the complete name, do not accept abbreviations or acronyms, and be arranged in descending order of weight. The label must be durable, firmly attached, and clearly readable. If non textile components of animal origin are included, they must be labeled as "Contiene parti non tessili di origin animale". The manufacturer/importer's name, address, and product identification code must be indicated.
Fourth level: Brand authorization - Italian customs can proactively detain infringing goods
According to the EU Intellectual Property Border Enforcement Regulations, Italian customs have the right to proactively detain goods suspected of trademark infringement. Before making a detention decision, the customs will notify the declarant, who may express their opinions within 3 working days; The decision to detain must be notified to the rights holder and declarant within one working day. Brand bags and brand jerseys must be accompanied by a brand authorization letter, which must specify the authorizing party, authorized party, product scope, and validity period. Unauthorized goods are at risk of destruction after being seized.
Fifth level: Customs clearance process at the destination port

4. EPR unregistered - direct deduction of goods
EPR registration is mandatory for packaging, textiles and other categories, and goods will be directly detained if registration is not completed. The outer packaging of the goods must be printed with CONAI recycling labels, and those without labels will face fines.
5. New tariff policy in July 2026- cancellation of small exemptions
Starting from July 1, 2026, the tariff exemption for packages below 150 euros will be officially cancelled, and a fixed tariff of 3 euros will be levied for each tariff category. Starting from October 1st, Italy will impose an additional administrative fee of 2 euros.
6. Wooden packaging without IPPC logo - EU unified standard
Italy implements the EU ISPM 15 standard. The EU regulation 2024/288 stipulates a minimum inspection rate of 15% for wooden packaging imported from China. Wooden packaging must undergo heat treatment (HT), kiln drying (KD), dielectric heating (DH), or fumigation and be marked with IPPC. Missing or incorrect markings will result in interception at EU borders. It is recommended to prioritize using plywood fumigation free pallets or plastic pallets.
