When exporting mercury free primary batteries to Bangladesh, many shippers thought that meeting the mercury content standards would allow them to be shipped as regular goods. However, upon arrival at Chittagong, they discovered that BSTI certification had not been done, PSI inspection had not been applied for, UN38.3 report version had expired, and the outer box was missing 9 dangerous goods labels. We blocked these pits for our clients before loading the container.
1、 Shipping price and delivery time of mercury free primary batteries from Shenzhen to Bangladesh by sea
Departing from Yantian in Shenzhen, Nansha in Guangzhou, or Dongguan Port, the direct flight to Jida Port takes about 12-18 days. The whole container takes about 20-35 days from door to door, and the LCL takes about 25-40 days. Bangladesh Customs has implemented electronic declaration, with a standard clearance time of about 3-5 days. During the peak season from June to September, cabin availability may be tight, so booking 3-4 weeks in advance is more relaxed. The quoted price includes all costs, including sea freight, domestic trailer customs clearance, Bangladesh import customs clearance, customs duties, 15% value-added tax, and final delivery. It should be calculated clearly before signing the contract and no additional charges will be incurred thereafter.
2、 Tax and fee structure for shipping mercury free primary batteries from Shenzhen to Bangladesh
The import tariff for mercury free primary batteries (HS 8506) in Bangladesh is 10%, the pre paid income tax (AIT) is 5%, the standard value-added tax rate is 15%, and the comprehensive tax burden is about 30%. Bangladesh does not have a tariff threshold, and all commercial imported goods are subject to taxation.
3、 Customs clearance documents and procedures for shipping mercury free primary batteries from Shenzhen to Bangladesh: four levels of clearance, none of which can be relaxed
Level 1: BSTI Certification - A Hard Threshold for Product Access
The Bangladesh Standards and Testing Institute (BSTI) has included primary batteries in the mandatory certification product list, which must comply with the BDS IEC 60086 standard. Certification requires submission of English technical documents, test reports, and Bengali label samples. After certification, the product packaging or body must be affixed with the BSTI diamond logo and certification number. The certification process takes about 4-6 weeks and must be completed before shipment.
Second level: PSI pre shipment inspection - mandatory requirement unique to Bangladesh
Since 2000, Bangladesh has implemented the Pre Shipment Inspection System (PSI) for imported goods, which evaluates and inspects the value of goods transported to Bangladesh before shipment. PSI is a mandatory import management standard. The primary battery must be inspected and a cleaning report (CRF) issued by NBR designated institutions (such as Intertek, SGS) before shipment. After arrival at the port, no make-up work is accepted. PSI application must be completed 7 working days before shipment.
Level 3: Battery transportation documents - a three piece set is indispensable
UN38.3 test report (covering all eight tests from T.1 to T.8), MSDS (English version, in compliance with GHS standards), and maritime transport identification report must be prepared in full. The product name, model, and mercury content of the three documents must be completely consistent with the customs declaration and actual goods. Any inconsistency will result in inspection and seizure by the maritime bureau.
Fourth level: Customs clearance process at the destination port
1. BSTI certification application (4-6 weeks before shipment): Submit technical documents and test reports
2. PSI inspection application (7 working days before shipment): Arrange for designated organization to conduct pre shipment inspection
3. Pre review of documents (during transportation): Submit the complete set of customs clearance documents to the agent for early review
4. Importer IRC confirmation (before shipment): The importer must hold a valid Import Registration Certificate (IRC)
5. ASYCUDA World electronic declaration (upon arrival at port): Submit the declaration through the Bangladesh Customs electronic system
6. Customs valuation and inspection: Normally 3-5 days, with 5-7 days reserved for inspection
7. Tax payment release: payment of customs duties on behalf of others+15% value-added tax+IT
8. Terminal delivery: Delivery throughout Dhaka and Chittagong
Fifth level: List of customs clearance documents
Customs clearance document list: original/electronic bill of lading, commercial invoice (including complete line item description and HS code), packing list, BSTI certificate, PSI cleaning report, UN38.3 report MSDS、 Transportation appraisal report, brand authorization letter (if applicable), importer IRC, wooden packaging fumigation certificate (if applicable).
4、 There are six red lines for shipping mercury free primary batteries from Shenzhen to Bangladesh, and it's troublesome to touch any of them
1. BSTI certification is missing - the product cannot be legally sold
Batteries belong to the BSTI mandatory certification category, and products without the BSTI logo are prohibited from being sold and distributed in Bangladesh. Certification must be completed before shipment.
2. PSI inspection not conducted - unable to reapply upon arrival at the port
PSI is a unique pre shipment inspection system in Bangladesh, and goods without a Clean Report Form (CRF) cannot be cleared upon arrival at the port. Application must be made 7 working days before shipment.
3. Incomplete battery files - Maritime inspection and seizure of goods
UN38.3、MSDS、 The three documents of transportation appraisal report are indispensable, and the product name and model must be consistent with the actual goods. Batteries without valid reports cannot even obtain port entry qualifications.
4. Non compliant labels - BSTI logo and Bengali language missing
Certified products must bear the BSTI logo and certification number, and the label must include Bengali language instructions. The battery must be labeled with "Mercury Free" and manufacturer information, and the outer box must be labeled with UN3028 and Class 9 hazardous material labels.
5. Importer IRC missing - unable to clear customs
Bangladeshi importers must hold an Import Registration Certificate (IRC) issued by the General Administration of Import and Export of the Ministry of Commerce, which is usually issued within 3 working days. It is recommended to confirm the validity of the importer's IRC before shipment.
6. Wooden packaging without IPPC label - shipped after arrival at port
Bangladesh implements the ISPM 15 standard, and solid wood pallets and wooden boxes must undergo heat treatment and be marked with IPPC. Suggest prioritizing the use of plywood fumigation free pallets.
5、 Shipping packaging requirements for mercury free primary batteries from Shenzhen to Bangladesh
Batteries must be individually packaged to prevent short circuits, and each inner packaging must be able to withstand a 1.2-meter drop test in any orientation without causing content movement, battery damage, or short circuits. The weight of a single box should not exceed 30kg, and the weight on one side should not exceed 150cm. The box should be sealed with a "H" shape and the width of the tape should be ≥ 5cm. Adequate cushioning materials should be stuffed inside the box to prevent the goods from shaking inside. The outer box must be labeled with UN3028 and Class 9 dangerous goods labels, indicating "Mercury Free" and manufacturer information. Wooden packaging requires IPPC heat treatment, and it is recommended to use plywood fumigation free pallets or plastic pallets.
The compliance threshold for exporting mercury free primary batteries to Bangladesh is concentrated before container loading. BSTI certification, PSI inspection UN38.3、MSDS、 We will go through the transportation appraisal report item by item before loading the container, and we will not allow the goods to be replenished after they arrive at Jida Port. We follow the container loading process from Guangzhou, Shenzhen, and Dongguan, including sea freight, customs clearance, tax payment, and delivery. You hand over the goods to the domestic warehouse, and we will cover the rest of the way for you.
